“Gao Rongkun introduced that during the first China International Import Expo, Shanghai Customs tailored the customs supervision service guarantee work plan, formulated and implemented 21 support policies and facilitation measures, and innovatively proposed innovations such as the normalization of bonded exhibitions and general tax guarantees. During the period, Shanghai Customs efficiently completed the supervision of 1046 batches of exhibits, with a total value of about 1 billion yuan. The overall reporting time of enterprises was about 2/3, and logistics costs were greatly reduced.
Gao Rongkun said that at present, Shanghai Customs is summing up the experience of the first session of the Expo, strengthening communication and coordination with the Bureau of the Expo, local governments, exhibitors and other units, and timely reviewing the new needs of the second session of the Expo. On the basis of the current laws, regulations and implementation conditions, five convenience measures for Shanghai Customs are proposed:
First, the establishment of a special organization to effectively ensure organizational security. To co-ordinate the supervision resources of Shanghai Customs International Convention Exhibition , set up the Customs of Shanghai Convention and Exhibition Center, and send personnel to the National Convention and Exhibition Center to provide comprehensive customs supervision services and policy solutions.
The second is to use the big data concept and high-tech means to provide technical support for supervision of efficient and convenient. Through the cross-border trade management big data platform, we will implement full-process supervision services for exhibitors and exhibits information, and create a new model of full-process supervision services for digital, intelligent, convenient and intensive.
The third is to set up dedicated channels, develop business guides, and provide convenient access for inbound and outbound materials and personnel. Set up a special window for the Expo at the main port, set up a “green channel” for customs clearance, and give priority to the relevant procedures for the materials and participants of the Expo. Further, in conjunction with the actual business, the exhibitor will be provided with detailed and comprehensive business operation guidelines.
The fourth is to implement a total tax guarantee for the Expo to reduce the burden on enterprises. For the temporary entry of exhibits to the Expo, the organizer will apply for a total tax guarantee in the form of a bank guarantee, and will be exempted from submitting a tax guarantee to the customs on a ticket-by-ticket basis.
The fifth is to implement the sales of bonded exhibitions and support the annual bonded exhibition of the Expo. Enterprises are allowed to carry out business activities of bonded display and sales of imported goods on the basis of bonded places approved by the customs.
