Han Zheng Attends and Addresses the General Debate of the 81st Session of the United Nations General Assembly
发布时间:2026-09-28

Han Zheng pointed out that the current international situation is volatile and intertwined, with protracted geopolitical conflicts, widening development gaps and emerging global challenges one after another. At the 76th Session of the United Nations General Assembly, President Xi Jinping put forward the Global Development Initiative. He later proposed the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, providing strategic guidance for building a community with a shared future for mankind. A growing number of countries are ready to join hands to shoulder historical missions, address difficulties and challenges and advance the common well-being of humanity.

Han Zheng put forward four proposals.

First, uphold the post-war international order and build lasting peace through common security. We should pursue a vision of common, comprehensive, cooperative and sustainable security, reject the Cold War mentality and bloc confrontation, stay committed to resolving differences and disputes through dialogue and consultation, and oppose unilateral military actions that violate the UN Charter and bypass authorization by the UN Security Council.

Second, face up to global development challenges and advance common prosperity through open cooperation. Development must remain at the center of the international agenda. We should forge a global development partnership featuring unity, equality, balance and inclusiveness. We will focus on priority areas including poverty reduction, food security and energy transition, further scale up resource input and support for countries of the Global South. Guided by a people-centered and positive vision, we will strive to narrow the digital divide. We will firmly safeguard the multilateral trading system, stay committed to building an open world economy, and pursue inclusive and equitable economic globalization.

Third, promote exchanges and mutual learning among civilizations and rebuild solidarity and mutual trust through communication and dialogue. We should leverage the UN platform to strengthen international people-to-people and cultural exchanges, help peoples of all countries know and understand each other better, and advance the common progress of diverse civilizations. We must discard ideological prejudices, respect the development paths and social systems independently chosen by peoples of all countries, deepen exchanges on governance experience, and jointly explore solutions to the challenges of our times.

Fourth, hold high the banner of multilateralism and uphold fairness and justice with concrete actions. China maintains that all countries, big or small, are equal members of the international community. Global affairs should be discussed by all countries together, and international rule of law and fairness and justice must be jointly safeguarded. All countries should unite and take action to uphold and strengthen the United Nations. China supports the reform and improvement of the United Nations to effectively tackle global challenges such as climate change and public health security.

Han Zheng noted that the restoration of the People’s Republic of China’s lawful seat in the United Nations in 1971 carries great and far-reaching significance for both China and the world. Over the past 55 years, China has consistently been a stabilizing force in a turbulent world. It has firmly followed the path of peaceful development and is the major country with the best peace and security track record. China has always been a pillar force for common development. It has achieved the two miracles of rapid economic growth and long-term social stability, and its contribution to world economic growth has long stood at around 30%. China has always been a progressive force in an era of transformation. It stands firm in safeguarding the legitimate rights and interests of developing countries and continues to advance the global governance system toward a more just and reasonable direction. No matter how the international situation evolves, China will remain unwavering in its pursuit of peace and development, its commitment to upholding fairness and justice, and its dedication to multilateralism. China stands ready to work with all countries to create a brighter future for humanity in the great endeavor of building a community with a shared future for mankind.

During his stay in New York, Han Zheng met separately with President of Bulgaria Rumen Radev, President of Serbia Aleksandar Vučić, President of Cyprus Nikos Christodoulides, President of Ghana John Mahama, and President of Kiribati Taneti Maamau. Foreign leaders spoke highly of the major concepts and initiatives proposed by President Xi Jinping, admired China’s development achievements, reaffirmed their governments’ firm adherence to the one-China principle, and expressed readiness to further deepen strategic mutual trust, expand practical cooperation and strengthen multilateral coordination with China to make greater contributions to people’s well-being and global sustainable development.
