Zhang Guoqing stresses during Jilin inspection to continuously expand and strengthen advanced manufacturing and raise the level of independent controllability of industrial chains

CHANGCHUN, Oct. 10 (Xinhua) — Zhang Guoqing, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, inspected work on the development of advanced manufacturing and independent innovation of high-end scientific research instruments in Jilin Province from October 8 to 10. He emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping and carry out the decisions and arrangements of the Party Central Committee and the State Council. Following the direction of intelligent, green and integrated development, we must continuously expand and strengthen advanced manufacturing, steadily elevate the independent controllability of industrial chains, and accelerate the development of a modern industrial system with advanced manufacturing as the backbone.

In Changchun and Jilin cities, Zhang visited enterprises including FAW Group, Jilin Petrochemical Company and Jilin Chemical Fibre Corporation, learning in detail about their production and operation, R&D and innovation, and industrial development. He stressed greater efforts should be made to deepen the integration of scientific and technological innovation with industrial innovation to vigorously grow advanced manufacturing. We need to reinforce enterprises as the main players of innovation, incentivize enterprises, especially large corporations, to ramp up basic research and advance collaborative research among enterprises, universities and research institutes. We will fully implement the initiative for high-quality development of key manufacturing industrial chains, speed up breakthroughs in a batch of core and generic key technologies, and consolidate the technological foundation. We will strive to develop a new generation of smart manufacturing, empower the whole process of manufacturing R&D, production and management with artificial intelligence, accelerate the creation of high-quality datasets, actively foster industry-specific vertical models and agents, and cultivate large-scale industrial application scenarios. We will make good use of technical transformation and process upgrading, leverage policy incentives such as equipment renewal to accelerate the wide application of digital, intelligent and green technologies, and drive the upgrading of traditional industries. We will guide state-owned enterprises to focus on their core businesses, expand layout in advanced manufacturing, promote integrated innovation, application integration and factor agglomeration, drive coordination between upstream and downstream players, and continuously strengthen the resilience and competitiveness of industrial and supply chains.

Zhang also visited research institutions of high-end scientific research instruments during the inspection. He underscored the need to strengthen basic theoretical research on scientific research instruments, give full play to the role of national strategic scientific and technological forces including national laboratories, national research institutions, high-level research universities and leading tech enterprises, delve deep into scientific principles and accumulate technological expertise, and achieve original and underlying breakthroughs through systematic research. We should press ahead with the coordinated development of hardware, software, standards and patent layout, and deploy integrated research on complete scientific research instruments, key components, special software and reagents, as well as the formulation of standards and patents, so as to improve product consistency and performance stability. We will accelerate the enhancement of generic supporting capacity covering system integration, standard metrology, pilot-scale verification, inspection and testing for scientific research instruments, facilitate the promotion and application of independently developed technologies and products, and form a virtuous cycle of research driven by application and iterative upgrading.
