The inauguration ceremony themed “Data Converges in Haina, Intelligence Creates the Future” for the Shanghai Culture and Tourism Big Data Innovation Lab and the launch event of the Haina Intelligent Computing Token Platform were held at the Haina Digital Innovation Center in Putuo District. As a key practice of Shanghai to advance the market-oriented allocation of data elements and build computing infrastructure at the start of the 15th Five-Year Plan period, the Shanghai Culture and Tourism Big Data Innovation Lab and the Haina Intelligent Computing Token Platform were launched simultaneously.
It is learned that the Shanghai Culture and Tourism Big Data Innovation Lab was initiated by the Shanghai Municipal Administration of Culture and Tourism and approved by the Shanghai Municipal Data Bureau. Located at the Haina Digital Innovation Center in Putuo, it is jointly constructed by the Shanghai Culture and Tourism Digital Intelligence Development Center and Shanghai Weilan Digital Technology Co., Ltd. Focusing on cultural and tourism big data research, industrial operation monitoring and cultural-tourism AI applications, the lab promotes the secure and compliant integration of government, public and corporate data. According to Ye Xiuhui, Chief Researcher of the lab, all data has undergone desensitization, and no behavioural labels will be generated for groups with fewer than 1,000 people. Data service provider signings were completed on site. Institutions including China Unicom Shanghai Branch and Shanghai Data Resource Operation Co., Ltd. joined the cooperation for lab development.
The Haina Intelligent Computing Token Platform, unveiled on the same day, innovatively adopts a “Token supermarket” model. It brings together diverse computing resources including Tencent Cloud, Alibaba Cloud, Shanghai municipal computing power and computing resources from the Shanghai-Nanjing Industrial Innovation Belt, and integrates multiple large language models. Enterprises can make on-demand calls via one set of APIs and a single account, with billing based on actual Token consumption. Wang Hongxing, Executive Deputy Director of the Digital Advertising Industry Task Force of Putuo District, said Putuo is home to more than 1,700 digital advertising enterprises, whose industrial output exceeded 40 billion yuan in 2025. By aggregating demands for bulk procurement, the platform is expected to cut AI computing costs for small and medium-sized enterprises. Putuo is studying special supporting policies for the digital advertising sector and plans to subsidize enterprises’ computing power usage, with subsidies covering up to 50% of the cost.
Signing for Haina Intelligent Computing Ecosystem Partners also took place during the event. Tencent Cloud, Alibaba Cloud, the three major telecom operators and other institutions joined the ecosystem to jointly promote the coordinated supply of computing resources and cross-domain collaborative scheduling. Under relevant plans, Putuo’s Zhenru Sub-Center will build a 100-billion-yuan data industry cluster by 2028.
