On January 13-14, the National E-commerce Work Conference was held in Beijing. The conference thoroughly implemented the spirit of the Central Economic Work Conference, summarized the achievements of e-commerce work during the "14th Five-Year Plan" period, particularly in 2025, analyzed the development situation, exchanged experiences and practices, and outlined key tasks for 2026. Sheng Qiuping, Vice Minister of Commerce, attended and delivered a speech.

The conference noted that since the "14th Five-Year Plan" period, the Ministry of Commerce, in collaboration with local governments and relevant departments, has earnestly implemented the decisions and arrangements of the CPC Central Committee and the State Council, and has continuously advanced the high-quality development of e-commerce. The development environment has been consistently optimized, with a series of policy documents issued in areas such as digital consumption, rural e-commerce, and cross-border e-commerce, injecting strong momentum into building a unified national market. Digital consumption has expanded and improved in quality, helping to accelerate the formation of a higher-level dynamic balance between supply and demand. The overall scale of digital consumption exceeded RMB 23.8 trillion, and China has remained the world’s largest online retail market for 13 consecutive years. Integration between the digital and real economies has deepened, with over 1,500 industrial e-commerce matchmaking events covering nearly 10,000 enterprises, effectively empowering the upgrading of traditional industries and fostering synergy between online and offline channels. Open cooperation has steadily expanded, with the number of "Silk Road E-commerce" partner countries increasing to 36 and the tasks of establishing pilot zones progressing smoothly. Initiatives such as the "Benefiting the World" campaign have shared China’s vast e-commerce market. Social benefits have continued to rise, with over 78 million people employed in related fields, driving an average annual growth of nearly 20% in express delivery business volume. The scale of related software and information services, such as cloud computing and big data, has grown rapidly, demonstrating the sector’s responsibility in areas like pandemic prevention and control. E-commerce has become a new driving force in fostering new quality productive forces and has played a positive role in serving the development of a new development paradigm.

The conference emphasized that the "15th Five-Year Plan" period holds a crucial position in connecting the past and the future as China strives to basically achieve socialist modernization. The year 2026 marks the beginning of the "15th Five-Year Plan" period. Guided by the positioning of commerce work as "three importances," efforts should balance domestic economic work and international economic and trade engagements, as well as development and security. With the goals of high-quality development, high-level opening up, and high-efficiency governance in e-commerce, the conference outlined four key tasks: first, adhering to the leadership of the Party and strengthening top-level design to achieve "upward" development; second, adhering to innovation-driven strategies to enhance development capabilities and achieve "innovative" development; third, optimizing the development environment and fostering a positive ecosystem to achieve "virtuous" development; fourth, expanding open cooperation and emphasizing mutual benefit and shared gains to achieve "outward" development.

Representatives from relevant central and state agencies, officials from units under the Ministry of Commerce, and representatives from commerce departments of provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps attended the conference.
