According to a notice on the website of the Ministry of Commerce, to ensure consumers can better enjoy trade-in subsidies during the Spring Festival holiday and build the **“Shop in China”** brand, the General Office of the Ministry of Commerce recently issued a circular on ensuring the implementation of the consumer goods trade-in program during the 2026 Spring Festival holiday. Details are as follows: ### I. Increase the Number of Subsidies All regions shall strengthen funding support for consumer goods trade-in subsidies during the Spring Festival, give play to the advantages of various channels, and ensure effective policy implementation to better meet consumer demand. In line with Spring Festival traditions and to enhance festive atmosphere, and encourage consumers to shop offline, full support shall be provided for consumers to apply for home appliance trade-in subsidies and new purchase subsidies for digital and smart products through offline channels during the **9-day 2026 Spring Festival holiday (February 15–23)**. Consumers who purchase new vehicles during the 9-day holiday may apply for vehicle trade-in subsidies in accordance with relevant policies. ### II. Strengthen Commodity Supply All regions shall guide policy participants including automobile dealers, home appliance stores, and digital and smart product retailers to prepare sufficient high-quality goods, ensure normal business hours, and maintain an adequate supply of subsidized products in light of Spring Festival market characteristics. Supply in rural areas shall be guaranteed during the holiday. More offline policy participants will be introduced in rural areas, and online channels will be prioritized to serve rural residents, making it easier for them to access and benefit from the policy. ### III. Organize Promotional Activities All regions shall seize the Spring Festival consumption peak, respond to market demand, focus on green and smart products, and hold special trade-in promotion events. Experience-based consumption scenarios shall be developed locally to guide consumers to shop in physical stores and enjoy subsidies. Producers, sellers, financial institutions, key business districts (pedestrian streets) and other participants are encouraged to launch supporting measures such as **one-stop services** and point redemption for cash payments to improve convenience and benefits for the people. ### IV. Step Up Publicity and Promotion All regions shall make full use of press releases, government websites, new media platforms and other channels to publicize and interpret the consumer goods trade-in policy and preheat promotional activities during the Spring Festival, creating a strong festive atmosphere. Channels for policy consultation and complaint reporting shall be kept open to respond to public concerns in a timely manner and actively coordinate solutions to difficulties encountered by consumers and business entities. All regions shall, in accordance with this notice, further strengthen organization and leadership, enhance inter-departmental coordination, improve implementation mechanisms, upgrade the consumer goods trade-in information system, ensure duty shifts and market monitoring during the holiday, earnestly evaluate policy effects, and complete the connection and data exchange between central and local information platforms as required. Requirements for production safety shall be strictly implemented. Fraudulent and illegal claims for subsidies shall be severely prevented and investigated to ensure all work proceeds in an orderly manner and delivers tangible results. Source: China News Service
