The National Development and Reform Commission (NDRC), the National Energy Administration (NEA) and other authorities held a work promotion meeting in Shanxi on October 16 to accelerate coal mine resumption, output expansion and energy supply guarantee. The meeting required Shanxi Province to speed up the resumption of production at suspended coal mines, fully boost coal supply on the premise of ensuring safety, and promote stable operation of the coal market.

The meeting called for formulating resumption plans on a mine-by-mine basis and optimizing acceptance procedures for resumption to advance the restart of temporarily suspended coal mines. Relevant authorities should urge resumed mines to improve production organization, reach full capacity as soon as possible and restore coal output to normal levels. Daily monitoring and scheduling will be strengthened to promptly coordinate and resolve prominent problems in coal production and supply. Efforts will be made to boost the signing and performance of medium and long-term contracts for power coal supply and raise contract fulfillment rates. Shanxi should tap its potential to increase output and guarantee supply, identify a batch of emergency supply coal mines, and accelerate the release of advanced coal production capacity. It is necessary to further consolidate responsibilities for coal supply security, give full play to the role as a major coal-producing region, and fully safeguard secure and stable energy supply.

Pursuant to work arrangements, the NDRC and NEA, together with the National Mine Safety Administration and other departments, have set up working groups to conduct research and supervision in coal-producing cities and prefectures of Shanxi. The groups will actively address bottlenecks and difficulties hindering coal mine resumption, speed up the study and introduction of a package of policies and measures for boosting coal output and ensuring supply, further increase coal production and supply, and continuously consolidate the foundation for coal supply guarantee during this winter heating season.
