To further strengthen the supervision of product quality and safety, in accordance with the relevant provisions of the Regulations of the People's Republic of China on Certification and Accreditation, the State Administration for Market Regulation (SAMR) has decided to adjust the certification modes of some products included in the Compulsory Product Certification (CCC Certification) Catalog and implement a third-party certification and evaluation approach. The relevant requirements are hereby announced as follows:
Starting from January 1, 2027, 16 types of products including fuses, small-power motors, electric drills, electric angle grinders, electric hammers, DC arc welders, TIG arc welders, MIG/MAG arc welders, plasma arc cutting machines, automotive safety glass, automotive safety belts, external lighting and light-signaling devices for motor vehicles, indirect vision devices for motor vehicles, automotive seats and head restraints, digital tachographs for motor vehicles, and retro-reflective markings for vehicle bodies shall obtain the CCC Certification Certificate and affix the CCC Certification Mark before they can be manufactured, sold, imported or used in other business activities. The self-declarations of the relevant products in the Compulsory Certified Product Conformity Self-Declaration Information Submission System (hereinafter referred to as the System) will be uniformly cancelled.
Starting from July 1, 2026, designated certification bodies will begin to accept CCC certification commissions for the above-mentioned 16 types of products (the certification bodies will be separately designated). For products with valid self-declarations, the designated certification bodies shall, on the basis of ensuring certification quality and controllable risks, actively adopt the evaluation results of the self-declarations and reissue the CCC Certification Certificates. The System will no longer accept or generate self-declarations for the relevant products.
Enterprises shall complete the conversion to CCC Certification Certificates on or before December 31, 2026, and voluntarily cancel the corresponding self-declarations in a timely manner. For products that have been manufactured within the valid period of the self-declaration and will no longer be produced, conversion is not required and such products may continue to be sold.
