# Shanghai Greenery and市容 Authority Unveils "1+3+3" System to Boost High-Quality Development The Shanghai Greenery and City Appearance Administration disclosed on the 10th that it has taken the lead in formulating a "1+3+3" work system, namely a series of measures consisting of **"One Key Guideline"**, **"Three Lists"** and **"Three Support Mechanisms"**, featuring systematic planning, list-based management and targeted policy implementation. At a special media briefing held the same day, the administration stated that information technology will run through all tasks and key links of the "Three Lists", providing solid technical support for solving difficult problems and injecting strong impetus into innovative development. The "Three Lists" are respectively: 1. 10 key tasks assigned by the Shanghai Municipal Party Committee and Municipal Government, led by the Party Leadership Group of the Shanghai Greenery and City Appearance Administration in 2026; 2. 10 priority work items of the Party Leadership Group of the administration in 2026; 3. 10 livelihood projects for the greenery and city appearance sector in 2026. The administration has simultaneously introduced the "Three Support Mechanisms" — **high-quality industrial development**, **improved business environment**, and **information-enabled high-quality development** — to provide all-dimensional safeguards for the implementation of the "Three Lists". The first support is the *Several Measures for Shanghai Greenery and City Appearance Policies to Support High-Quality Economic and Social Development (2026)*, which outlines 15 specific actions. Accordingly, Shanghai will strengthen the protection of forest and green resources; improve the quality of the urban appearance; expand new "Greenery & City Appearance+" business formats to stimulate market consumption vitality; enhance service efficiency and optimize the business environment. The second support is the *Several Measures of the Shanghai Greenery and City Appearance Administration for Optimizing the Business Environment and Strengthening Enterprise-Benefiting and People-Livelihood Services (2026)*. Aligning with the goal of building a first-class market-oriented, law-based and internationalized business environment, focusing on enterprise needs and problem-oriented, it puts forward 15 measures in five areas. Shanghai will expand intelligent scenarios to empower government services; revitalize block business formats and support industrial development. The administration stated that by focusing on the high-quality and high-efficiency delivery of enterprise-benefiting services, government services and urban services, it will prioritize removing "bottlenecks" that hinder enterprises and the public from handling affairs. A first-class business environment will better attract resources and gather momentum, turning tangible policies that benefit enterprises and people into real driving forces for urban development and public well-being. The third support is the *Several Measures of the Shanghai Greenery and City Appearance Administration for Using Information Technology to Empower High-Quality Development (2026)*. It is reported that, aiming to build a "solid digital foundation, intelligent collaboration and efficient digital governance", Shanghai will fully establish a new smart governance system for the greenery and city appearance sector, including: - Building an integrated digital infrastructure to break down collaboration barriers through platform upgrading and system integration; - Deepening digital empowerment in key scenarios such as parks, construction waste and forestry "one-map" management to enhance digitalization of the sector; - Accelerating research on intelligent scenarios such as government services and administrative approval, and promoting the application of intelligent systems; - Improving the long-term mechanism for digital transformation, and building a full-life-cycle data management and resource sharing platform. This year, Shanghai will guide the annual development with its annual work priorities. On the same day, the administration clarified five core focus areas to form the framework of the year's work. In 2026, Shanghai will promote source reduction and recycling to improve the comprehensive efficiency of waste management; meanwhile, build intelligent scenarios for government services. Shanghai will advance the construction of 40 recreational forest parks, strengthen the promotion of the Chongming Dongtan World Natural Heritage Site, and push forward the restoration of wildlife habitats and population recovery. It will further deepen the construction of a park city, launch a new round of park development, and advance the construction of the Shanghai Chenshan National Botanical Garden.
